THE MEDIATING ROLES OF SCHOOL CULTURE AND WORK ENGAGEMENT ON THE RELATIONSHIP BETWEEN ORGANIZATIONAL CITIZENSHIP BEHAVIOR AND TOTAL QUALITY MANAGEMENT IN PUBLIC SCHOOLS

Abstract


This study investigated the mediating roles of School Culture (SC) and Work Engagement (WE) in the relationship between Organizational Citizenship Behavior of Teachers (OCBT) and Total Quality Management (TQM) among public elementary school teachers in Region XI, Philippines. Using a quantitative, non-experimental correlational research design, data were gathered from public elementary school teachers through an adapted survey questionnaire, employing stratified random sampling. Statistical tools used included mean, Pearson product-moment correlation, and path analysis. Results revealed that OCBT, SC, WE, and TQM were all demonstrated at a very high level. OCBT has significant positive relationships with SC, WE, and TQM, while both mediators were also significantly related to TQM. Furthermore, path analysis confirmed that SC and WE fully mediated the relationship between OCBT and TQM, indicating that teachers’ positive voluntary behaviors were associated with higher TQM indirectly through supportive school culture and stronger work engagement. The findings emphasized the importance of strengthening teachers' positive organizational behaviors and fostering supportive, collaborative school environments to sustain teacher engagement and promote effective TQM practices in public schools. The study supports SDG 4: Quality Education by promoting quality education through positive school culture, teacher engagement, and effective management practices. It also aligns with SDG 8: Decent Work and Economic Growth by improving teacher motivation and productivity.
