The purpose of this study is to determine the strategic management and the healthcare sector in Abu Dhabi (SEHA) from the theoretical perspective. Although an empirical research is a way of gaining knowledge by means of direct and indirect observation or experience, however, this research will add on the understandings from the view of theoretical review as well. To execute that, a number of theories put forward, upon which the theoretical framework is premised; these are: the theoretical model of strategic planning in healthcare organizations, strategy content in strategic planning model (SPM), environment(s) in strategic planning model, mission in strategic planning model, human resources management (HRM) in strategic planning model etc. The theoretical review revealed that the available limited research lacks validation through empirical research. This has brought about new knowledge to the researchers which may be tested or contested due to country conditions being different to that of Abu Dhabi or laps of time has altered the findings as of a future date. Future researchers could identify emerging variables that may alter the significance of variables tested which may lead to completely new discoveries as to what contributes to the success of healthcare.

Strategic planning is a vital importance in success of every organization to obtain the goals and mission. Hence, in this paper is an attempt to identify appropriate strategies for a general and governmental subspecialty hospital in northeast of Iran using comprehensive strategy formulation framework. The statistical population includes hospital staff and because of using Delphi method from an early stage to prioritize strategies, the sample consists of organizational elites including managers and supervisors of medical and administrative departments. In this research, data collected by questionnaire and interview. Accordingly, in the input stage, EFE and IFE matrixes are given and then in the matching stage, IE matrix and SWOT matrix are formed. Finally in the decision stage, the best strategies are identified by using QSPM. This research aims to examine the influence of healthcare strategic planning on enhancing the medical staff performance: A Case Study of Raparin Hospital in Erbil City. A quantitative method was used to analyse the empirical data in the present research. The random sampling technique is also used as a sampling method. Based on that the researcher distributed 100 questionnaires among the medical staff of Raparin Hospital in Erbil City, but only 76 questionnaires were received and completed properly. The study developed four research hypotheses to measure the influence of healthcare strategic planning on medical staff performance. The findings revealed that the most effective strategic planning was to implement an effective learning and growth perspective, followed by a patient’s perspective, a financial perspective, and finally an internal business (healthcare) process perspective. The research contributes to the literature and provides unique information that benefits the Hospitals in Erbil city by improving the quality of healthcare services through healthcare staff performance. Further research could be conducted on other sectors since the current study was a case study that was limited to Raparin hospital in Erbil therefore exploration into strategic planning as the determinant of organizational performance would be an interesting area for further research.
