The implementation of devolved government system in Kenya has enabled most citizens to receive efficient and better services. This is facilitated by supportive leadership style such as democratic styles which enables different actors to participate in decision making and implementation of service delivery. The study objective was to find out how leadership Style influences implementation of service delivery in County government. The null hypothesis stated that there is no significant relationship between leadership Style and implementation of service delivery in County government. This study adopted descriptive study design. The study made use of stratified sampling. Stratified is where the researcher divides a study area in portion and then he/she picks few individuals for study. The sample size comprises of 110 respondents. The researcher used descriptive statistics including frequency distribution tables, percentages. In addition to this, inferential statistical techniques were considered such as Pearson correlations and multiple regression analysis. They were used to establish relationships among variables. A detailed description of the data and the findings were presented in tables. The study found that county government has a policy on leadership style. It was also found that workers were not free to make most decisions without consulting their seniors, meaning decisions are made by their seniors. The study recommended that the County government should embrace participative leadership which may encourage implementation of service delivery in County governments and that county government employees should be allowed to air their grievances to the top county managers, avoid authoritative leadership in County government. Effect of Leadership on Organizational Performance in Public Service in Kenya2018 •
The magnitude and importance of leadership in different organizations has been unnoticed and unobserved for a long period of time. In recent times, the importance of leadership has not only been realized but also become a burning issue all over the world. Effective leadership enhances the productivity of employees in all the sectors of the economy in a country. This paper aimed to examine the effect of leadership on organizational performance in the public service in Kenya. The study adopted a cross sectional survey research design. The study population comprised of employees drawn from twenty ministries in Kenya. The study used a sample of 197 subjects. Both stratified and simple random sampling techniques were used in choosing the individuals that took part in the study. A structured questionnaire was used to collect primary data. Content validity was used to validate the tool of data collection. The questionnaire was given to experts in the field of public relations in the public service for validation. The reliability of the questionnaire was determined using Cronbach's alpha whose score was 0.81. Both descriptive and inferential statistics were used to analyze qualitative data. Quantitative responses based on Likert scale were coded in the computer using Statistical Package for Social Sciences (SPSS) version 21. Processed data were summarized in tables and then presented using simple frequencies and percentages. The study found out that there is a significant statistical association between leadership and organizational performance in the public service in Kenya. The study concluded that for an organization to survive and prosper, there need to be leaders who are flexible and adaptive. The study recommended that there is need for formulation and implementation of scheme of reward for good governance to motivate employees who uphold good governance practices. Further, efforts should be made to instill culture of change among public service employees so as to enhance organizational performance.
Purpose: The purpose of this study was to determine the influence of servant leadership style on public participation in the Kenyan county governments. Methodology: The study adopted both descriptive and explanatory research designs. The study population comprised citizens who are registered voters in all the 47 counties in Kenya. A two stage sampling technique was used to select 8 counties and a sample of 400 respondents to participate in the study. A pilot test was conducted to detect and correct weaknesses in design and instrumentation. Of the 400 respondents, 296 completed the questionnaires properly giving a response rate of 74%. Cronbach's alpha was used to test for internal reliability of the survey items used in the study. Descriptive statistics, Pearson's correlations and regression analysis were used for data analysis. Findings: From the descriptive analysis 53.24% of the respondents indicated that the practice of servant leadership was below average in their county. Further, servant leadership style as a predictor variable was found to have a strong positive correlation (r =.669, p <.001, 2 tailed) with public participation and explained 44.7% (R 2 = 0.447) of the variability in public participation. The regression results revealed that servant leadership had a significant positive coefficient (β = .579, p < .001) which imply that a unit change in servant leadership style will enhance public participation by 0.579 units. The study concluded that there is a statistically significant influence of servant leadership style on the public participation in the county governments in Kenya. Further, the study found that, modeling (β = 0.257, p < .05) and wisdom (β = 0.174, p < .05) were the strongest constructs of servant leadership style that we key in the style's influence on public participation. Unique contribution to theory, practice and policy: The study recommended that county leader should be encouraged to exercise servant leadership style by upholding its constructs that enhance public participation. Thus leaders should make effort to model followers into servant leaders by leading by good example and be alert to surroundings and anticipate consequences of their decisions and solve complex problems. The study fills a gap in the literature on the influence of servant leadership on public participation and the main construct at play in the influence. The findings will benefit policy makers, county governments, citizens and other stake stakeholders in making better decision to achieve effective public participation.

Leadership Practices, Stakeholder Involvement and Performance of National Government Departments in KenyaThe performance in most of the National Government departments in Kenya has been average over the years leading to disparities in access to resources and quality services. There is scanty literature on leadership practices and the performance of the departments available. Thus, this study assessed the influence of leadership practices on the performance of the departments moderated by stakeholder involvement. The study adopted quantitative and qualitative mixed research design guided by positivism research philosophy. It used a validated semi – structured questionnaire for data collection from a sample of 195 respondents drawn from National Government Heads of Departments in the Counties. This study was designed to investigate the impact of leadership style on the performance of Public Health Service providers Western Region of Kenya. The study investigated the impact of Leadership style saw how it is tied to the end performance as measured in terms of the numbers reached, the quality of service provided and several other pertinent parameters listed in the Kenya Quality Model. This study was intended to generate knowledge that will enable Public Health Service Providers asses the connection between leadership style and performance of Public Health Service Providers. The study was conducted through a correlational descriptive survey design covering respondents from the Government owned healthcare facilities targeting specifically, District Hospitals in Western Kenya. Qualitative and quantitative data was collected through the use of structured questionnaires. Reliability of the selected measures was done through the use of Cronbach's Alpha coefficient due to its ability to determine internal consistency of items in a survey. The researcher tested the questionnaires on pilot group that did not form part of the main study. The pilot study enabled removal of any ambiguities hence focus the questionnaire to collect data relevant to the study. The study collected both secondary and primary using the prescribed data gathering tools to collect both qualitative and quantitative data. Data was analyzed using both descriptive and inferential statistics such as tabulations, measures of central tendency and regression analyses so as to arrive at appropriate conclusions. To determine the relationships between the study variables Karl Pearson's Coefficient of correlation was used to describe the strength and degree of the relationship. From the regression results, leadership style had significant effect on performance of Public Health Service Providers. The regression results also shows that 56.8 percent of the performance of Public Health Service Providers can be explained by leadership style (R squared = 0.568). The main aim of the study was be to establish the effects of Transformational leadership on Governance in Kajiado County Government.To capture the required information, the study was be guided by four specific objectives in determining how governance in Kajiado County government was affected by Individualized Considerations, Inspirational Motivation, Idealized Influence and Intellectual Stimulation. The general objective of this study was to assess the effects of transformative leadership on governance in Kajiado County government. Elected and appointed leaders in the Kajiado County Government continue to pursue their self-interest as opposed to County interest by agitating for better emoluments among others even when they are the most well paid public servants in the county. The study reviewed several theories namely Burns theory of transforming leadership, Bass' theory of transforming leadership and Hersey-Blanchard's situational leadership theory. The study also conducted an empirical literature review in order to establish a link with similar past studies. The study sought to bridge the existing leadership gap and what should be done by both senior and junior staff in Kajiado county government to enhance governance. Purposive sampling technique was used in sampling a target population of 687,358 while Slovin's sample size formula and proportionate stratified sampling technique helped to select a sample size of 384 respondents from the targeted sub counties. The researcher administered questionnaires to the respondents to collect primary data while secondary data was collected through documents review. Data analysis was done using both descriptive and inferential statistics with the aid of Statistical Package for Social Sciences (SPSS) version 21 while the main methods of data presentation were frequency distribution tables, pie charts and bar graphs. Out the 384 respondents targeted, 346 of them responded. This gave an average return rate of 90%. This was deemed sufficient for analysis. The study findings indicate that the effects of transformative leadership have a significant negative relationship on governance in Kajiado County Government with both correlation and multiple regression analysis results supporting these findings. The Pearson correlation computation between all the independent variables and the dependent variable were highly significant. The study therefore recommends that performance of a county government needs to be relooked frequently through some measures of performance. Similar studies on transformative leadership should however be done on the other Counties. Further researches on the effects of transformative leadership are needed to ascertain if they agree or disagree with these research findings.
The concept of leadership has been studied extensively over the past years but still remains fairly puzzling due to the fact that none of the leadership theory can wholly account for the diversity of leaders and the nature of their leadership dealings. For effectiveness, the leadership style should be adaptive such that it can be adjusted to suit a particular operational environment. The kind of leadership style that is employed within an organization dictates the success or failure of an organization. The Kenyan constitution that was enacted in 2010 provided for the establishment of devolved governments headed by governors. These devolved units consist of diverse groups of employees, some of which were absorbed from the defunct municipal, county and city councils. Since the county governments are new forms of governments, the employees need to adapt to the new forms of government by adjusting their ways of doing things. There is need to study the influence of leadership styles in the implementation of the devolved governments. This is in realization of the fact within a period span of four years; it has become evident that there exist challenges in the effective implementation of these devolved units of government. This paper sought to find out the influence of transactional leadership style on the implementation of devolved governments in Kenya, using Kisii County as case study. The devolved government's performance was measured using five constructs: operational efficiency, quality of services, improved healthcare, expanded road network, and enabling environment for business. On the other, transactional leadership style was measured using staff remuneration, results achievement, leader confidence in staff, goals and standards. The results obtained indicated that transactional leadership measures have positive and significant correlation coefficient of 0.9536 with the implementation of devolved governments constructs.
