Strategic formulation is a management tool for measuring negotiated performance targets. It is a freely negotiated performance agreement between the government, acting as the owner of public agency on one hand, and the management of the agency on the other hand. The County government strategies are anchored on the Kenya Vision 2030. In revising their strategies, the County government needs to employ participatory approach, relying on the consensus of stakeholder groups, including civil society, the private sector and donor partners. The study focused on Isiolo county government. This is because the county government has been formulating and implements their strategies for the period of 3 years. The study involved all the management employees who include head of department of the county government. There were 63 managerial staff who were involved in the study. The study adopted descriptive research design. The study adopted a census sample design since the target population was manageable and the respondents were within systems that can be accessed easily hence the sample size which was 63 respondents. The questionnaire was used to collect the data from the sample. Descriptive statistics which includes frequencies and percentages were used. Pearson correlation was used in hypothesis testing. The analyzed data was thereafter be presented for better comparison using tables. The study concludes that successful formulation of strategic plan has taken root among the County governments. The study concluded that there no leadership training that equips leaders on strategic plans formulation. The study recommends that the leadership should provide the required support to ensure that strategic plans formulated influences the county government performance. JEL: D73, H83, J88

The purpose of the study was to establish the relationship between organizational culture and implementation of Strategic plans in Nyamira County government in Kenya. The study was based on the implementation theories. It employed descriptive research design to target 195 respondents comprised of employees working in Nyamira county government. Stratified sampling technique was used to categorize the 59 respondents according to their departments. Further, the study was incorporated primary data by closed ended questionnaires. To test reliability and validity of the study, the pre-test item analysis was conducted at two different points in the study. Strategic Planning Practice and Service Delivery of Trans Nzoia County Government, KenyaABSTRACT Strategic planning has always been used as an important management tool in organizations across the world. The use of strategic planning necessitates decisions to be made in order to achieve the intended objectives and ensure continuity and relevance. Organizations may have good strategic planning practices, but the extent to which they are successfully implemented influence service delivery. The aim of the study was to establish the influence of strategic planning practice on service delivery by Trans Nzoia County government. The study was guided by Survival-Based Theory which explains how organizations can come up with ways to ensure that they achieve their objectives. The target population included management staff, employees and citizens of Trans Nzoia County. Semi structured questionnaires and Interview guides were used for data collection. The instruments were checked for both reliability and validity by use of Cronbach’s alpha and construct validity index respectively. Descriptive, quantitative and qualitative designs were used to find out the relationship between the variables. Multiple Linear Regression model was used to explain how strategic planning practice influences service delivery of Trans Nzoia County government. With the values of the beta coefficients for the model = 3.648 and = 0.412 respectively. Setting of vision and mission statement had the most influence on service delivery and identification of objectives had the least influence. The findings are crucial especially to the management of the County government of Trans Nzoia and can also be emulated by other Counties.

The issue of organisational direction for organisations worldwide has generated growing interest in the recent past. As a result, formation of strategic plan by many organisations has attracted growing concerns due to environmental pursuit of organisational growth and survival in the long run. This study explores the link between formulation of school strategic plans with employee motivation, availability of funds, support by top school leadership, government policy and employee knowhow. The paper specifically analyses the factors that influence the formulation of strategic plans in secondary schools in Embu North District, Embu County, Kenya. The study was carried out in 24 public secondary schools in Embu North District, Embu County, Kenya. The following persons were involved; 24 Principals, 24 Chairpersons of Board of Governors and 24 Chairpersons of Parents Teachers Association in all the schools. Data was collected primarily through structured questionnaire and analysed using spearman's rank correlation analysis. The findings at 0.05 significance level indicated that employee motivation, availability of funds, support by top school leadership, government policy and employee skills had a statistical relationship with formulation of strategic plans in public secondary schools in Embu North district.
The general objective of this study is to investigate the influence of strategic management practices on the organizational performance of County Government of Mombasa. Specifically to examine the level of influences on the formulation of strategic management practices, to analyze the degree to which organizational environment affects the strategic management practices, to establish the extent to which strategic management plan implementation influences organizational performance and finally, to determine the effects of monitoring, evaluation, accounting and learning of the management plan practices have in the organizational performance in the County Government of Mombasa. The research is anticipated to be of importance to a number of both internal and external users who include the management of Mombasa County Government, other County Governments, and National Government It will contribute towards the current body of knowledge in strategic management especially for professionals, academicians and researchers. The Literature review was carried out by examining the agency theory and resource based theory; and through conceptual framework, where the independent variables were examined. The research gaps were then examined and finally a desk method of research design was adopted and it was recommended that a field research be conducted to determine the level of the influences of formulation of management plan practices on the organizational performance, to analyze the degree to which the organizational environment influences organizational performance, to establish the extent to which implementation of strategic management plan practices influences organizational performance and finally, to carry out field research to determine the influences of Monitoring, Evaluation ,Accounting and Learning of the strategic management practices on the organizational performance of the County Government of Mombasa.

Amphiregulin (AR) is a heparin-regulated, epidermal growth factor-like growth factor capable of stimulating the proliferation of non-tumorigenic cells while inhibiting cell proliferation in some human tumor cell lines in vitro. In the present study, we have investigated AR mRNA expression in normal, hyperproliferative, and neoplastic human epithelium. Our results demonstrate that, compared with the adjacent uninvolved epithelium, AR mRNA expression is markedly elevated in epidermal biopsies derived from three human psoriatic lesions as well as in biopsies derived from five human colon carcinomas and three human stomach carcinomas. Moreover, analysis of a colon carcinoma by in situ hybridization revealed that AR mRNA is localized to the epithelium.
