The job of an effective school supervisor has multiple faces. They are supposed to be mentors, strategists and managers as well as the representatives of the up-to-date regulations. Top-down changes or mandated change originate at government or bureaucratic level. Bottom-up changes are the ones initiated by opponents of an organization. It is known that bottom-up changes take more time than top-down changes. When it comes to educational systems, it will not be wrong to say that most changes are still mandated or top-down way. This research aims to find out the supervisors’ reactions towards change and see whether the heads of the department apply the procedure of change management. Qualitative data collection techniques were used to implement this study. Semi-structured interview form was used to collect data, and seven questions were posed to 9/11 participants. Obtained responses were analysed via descriptive analysis methods. Findings show that Lewin’s (1947) change model theory is disregarded among MoNE authorities.
The major and rapid changes regarding the legislative context, curricula, the informational technologies, school organization management etc. generate both positive and negative effects on school organization al climate. Our paper aims to present an investigation with reference to obstacles for change in school organization management on a 200 sample students and from master studies. We chose the qualitative methods of investigation: the documents' analysis, observation and focus group interview. The results of the research showed that the process of change in school organization management is dominated more by internal jams (difficulty of deficiencies' diagnosis, problems of measuring the results, reduced inves tments in the training of the personal etc.) than external ones (lack of confidence in external agents, lack of change agents etc.). In conclusion, our subjects proposed some measures meant to limit change obstacles in school organization management that can create the support of a program, which is to be implemented in educational organizations.
