Sport Development Index is a way to measure the improvement of sport development in a region. This research measures sport development by using sports human resource management in Padang as the indicator. The purpose is to discover the quality of sports human resource management in Padang examined from Sport Development Index and to analyze the availability of sports human resource. This research is conducted in Padang, West Sumatra Province, by taking data from 3 institutions as the scope of studies including the Education Authority, National Sports Committee of Indonesia (KONI), and a local non-formal institution. The research method applies qualitative and quantitative approaches. The qualitative data is collected through observation, document analysis and interview, while the quantitative data is taken by using a norm method of Sport Development Index. The result shows that the number of sport development in Padang based on the index of sports human resource management is 0.00082. According to the Sport Development Index, this number is within the range of 0.000-0.499. It means that sports human resource management belongs to low category quantitatively and qualitatively, or in the other words the quantity is deficient and the quality is low. To conclude, the sport development in Padang belongs to low category, thus the regional government needs to pay more attention and improve the sport development in the city.

Human Resource Management in Sports Judging from the Sports Development Index on Increasing Sports Achievement in Samarinda CityThis study aims to determine the management of sports human resources in the city of Samarinda in terms of the Sports Development Index (SDI). The research was conducted in 10 sub-districts in Samarinda City, taking data from 3 institutions as the scope of research, namely the Department of Education, KONI/DISPORA Samarinda, and other Non-Formal Institutions. Research methods use a survey method with a quantitative descriptive approach in terms of SDI. The research instruments used are observation, interview, and analysis of documents. The results of this study indicate; The sports HR Index at the Education Department 0.5009 falls into the middle category, the KONI/DISPORA sports HR Index of 0.2907 in the low category, and the Non-Formal Institution’s sports HR Index 0.0736 is a low category. Overall, the Sports HR Index in 10 sub-districts in Samarinda City of 0.00086 is low.

The sports development index is one way to measure the improvement of sports development in a region. This research aims to determine the availability of sports human resources in Samarinda City, reviewed from the Sports Development Index (SDI). The study was conducted in five sub-districts in Samarinda City, taking data from three institutions as a scope of research, including the Education Department, the KONI/DIASPORA of Samarinda City, and other Non-Formal Institutions. Research methods use a survey method approach with a quantitative descriptive approach reviewed from SDI. The research instruments used are observation, interview, and analysis of documents. The data obtained is further analyzed using SDI analysis to investigate sports human resources (HR) availability. The results of this study show; The sports HR Index in the Education Department 0.00062 falls into the low category. The HR Index of the KONI/DIASPORA 0.00035 belongs to the low-level category, and the Non-Formal Institutional HR Index 0.000062 belongs to the low-level category. Overall the sports resources index in five sub-districts in Samarinda City of 0.00080 belongs to the low-level category.

Challenges of Human Resource Management in the Development of Sport in Ethiopia2018 •
Abstract – Now a day's sports business and organization must invest in their human recourses for the effective and efficient organization of the operation (Khasawneh, 2011). The youth and sports offices have a responsibility to build and organize human resources to capable of sustainable sports development. However, the researcher observed the human resource management department of a sports organization unable to properly put in practice the function of human resource management practices. Due to that the expansion and development of sports became awkward and not sustainable in Amhara region, Ethiopia. The main finding of this study was to investigate the major challenges of human resources management on expansion and development of sports in Amhara region, Ethiopia. As a result of the mean percentage indicated 90.26% respondents respond the human resource management practices is low and puts the human resources management practices under the first quartile this, prevailed that the human resource management practices effect to the development of sport is low. The present study also identified there was a significant moderate positive association between reward, employee training, and sports development. Yet, weak positive association exhibited between hiring and selecting, working condition of human resource management function and sports development. The regression result depicted that R= 0.462(46.2%), it means that the human resource development management functions practiced in sports organization below half and not satisfactory. Meanwhile, the researcher confirmed through multiple regression each human resources function predict the potential for sports development and in the result, the working condition and reward system has a significant effect on sports development. On the other hand, performance appraisal and employees training have shown insignificant role and remain major challenges for the development of the Amhara region, Sport in Ethiopia. The Implementation of Human Resource of the Indonesian Table Tennis Federation (PTMSI) in Cilacap RegencyTable tennis is a sport that uses small balls. The game is simple and it can be played by all ages. The movements are consistent in hitting, directing, placing the ball in difficult position on opponent’s table. Human resource management is the withdrawal, selection, development, maintenance and use of human resources to achieve both individual and organizational goals. The purpose of the research is to determine the application of human resource management in the Indonesian Table Tennis Federation (PTMSI) Cilacap. There were 35 people as the population of the research. The population was consisted of administrators, coaches, and athletes. This study aims to determine the management of athletes Shorinji Kempo Pengprov North Sumatra. The research was conducted at the Bank Office of North Sumatra, North Sumatra Province. The research method is descriptive with qualitative approach. Data collection using interview method, observation and documentation while the subject of research is the board that exist in pengprov North Sumatra. Result: The management of Shorinji Kempo athletes in North Sumatera shows that the development of shorinji kempo athletes in North Sumatra is very good and continuous at all ages, from early age to the age of achievement.

Sports Management of Indonesian Sports Athletics Preparations in Asian GamesBackground: Sport management plays an important role in the athletes' achievement and championship. Sports Management helps us to learn how to overview the business side of sports organization with the use of the latest trends and technologies. Sport management is applied in various fields. The benefit of sport management is to increase the quality of business whether in sport industry, physical education, but it is also used in coaching athletes during the pre-competition, the competition process, and post competition. Purpose: The purpose of this research was to evaluate the principals of sport management like: (1) planning, (2) organizing, (3) staffing, (4) leading and (5) controlling in Asian Games 2018. Design/methodology/approach: This was a qualitative descriptive study. The research sample was made of all Indonesia sports professionals in 2018' games. To collect data, the researcher conducted an assessment of service quality from planning, organizing, staff, leading and control during the Asian championship using questionnaire, interview, and observation. The Results showed that the achievement of the Indonesian athletic team was more programmed and planned, which is evident from the early age athletes were selected and coached by senior athletes. Indonesia's role in the development process was more apparent in the government support, the support of stakeholders, and academics from universities. Conclusion: Sport management is a strong tool that helps physical education teachers, sport medicine managers, and coaching training managers to decide how to improve the peak of performance and to maintain a good quality of athletes and non-athletes.
